That’s how many countries responded during the contradiction period for Microsoft’s Office format specification OOXML as it attempts to become an ISO standard. See Andy Updegrove’s blog for details.

A note on abstention vs. a “no” vote: if something is so long that you can’t read it in the required time period, that should be a negative, not a reason to abstain. Otherwise you’re playing right into the hands of the creators.
